As of December 8, 2025, the Pennsylvania Department of Environmental Protection (PA DEP) requires the use of a Qualified Visual Site Inspector (QVSI) for all construction sites under Chapter 102 and the 2024 PAG-02 General Permit. This is aimed at ensuring compliance with erosion and sediment (E&S) control and post-construction stormwater management (PCSM) standards.
What is a QVSI?
A QVSI is an individual trained and experienced in E&S control and PCSM who conducts visual inspections of construction sites to verify environmental permit compliance. The PA DEP requires that all site inspections must be performed by qualified personnel who are trained in the construction, function, and maintenance of E&S and PCSM Best Management Practices (BMPs). Inspectors must also be familiar with the specific E&S and PCSM plans for each project site..
